NOAA National Weather Service page for Weather Blues v2

Today I included in the download section, a brand new page
for Weather Blues v2 (Php) Template. That page offer to US Sites
a forecast page coming from NOOA to offer professional forecast
to your visitors.

This script is a kind adaptation from user edkelly, who takes
SaratogaWX script to include it in a WB2 page.
