Is there a html version of the WB2 WUforecast V1 3

I am running my pages on a local file system so was wondering if there is a version of the forecast that will run as html instead of php?
If not, is there anyway I can get this to work on html?

To be honest Steve I'm not sure it will work with html but if anyone knows otherwise that would be helpful as I would use the html version too.
