SS gauge pointer speed

Hi, I seem to remember that there was a way to change to pointer movement speed but I cannot find it, could someone remind me please. Also I have changed the realtime update from 60 seconds to 5 but the counter starts at 10 and then drops to 4 and carries on counting, is this a bug or have I missed something?
