New all in one Records page for Weather Blues v1

Dear Weathermasters,

Some months ago, I've produced a temporary page to deserve excitement of Sunny Weather Template  users
for newest Cumulus enhancement; The Month-by-month records page
 
Many weeks ago, I have helped users wanting to adapt this "patch" for Weather Blues v1 template.
Then, I decided to work on a new version merging together All Time and Month-by-month records pages
in a new recordT.htm page.  This new page is intended for Weather Blues v1 template to avoid need
to "shrink" menu for duplicate Records page; keeping menu space for other pages of your own.

This new "RecordT.htm" page need to be copied in Cumulus\web folder to be processed by Cumulus
in a Weather Blues v1 context or as an optional file to be processed for Weather Blues v2 template.
(By the way, monthlyrecord.htm page become obsolete with this new page)
