Weather Blues initial install difficulties

I have read other threads about WB2 install difficulties but none of the explanations seem to work.
My structure:-
Windows 2003 SP2 R2 fully patched.
PHP 5.2
IIS 6.0
I have installed the files as instructed on my server.
I have installed the new version of template manager.
I have moved and process the 2 files as indicated (wt_data_inc.php etc).
I run weather/manage.php and have entered my new "stronger" password.
I do not get the menu bar appearing across the top of the management page as indicated in the online training/installation material.
When I enter the /weather/index.php manually in my URL bar I get an HTTP 500 error, this seems to imply a securities/permission issue.
Can you very cleary in windows speak (not chmod 666 speak) indicate which folder/folders should be set to what security/permissions level for which group of users (specifically the internet default user for the receiving server - example the IUSR user for default anonymous internet access).
Or if it is another problem can you please offer guidance or pointers to a solution?

Hi Chris,

You have certainly a webserver configuration problem and I have no
experience on it. But, for permissions, you could check for all files
to be set to "read & execute". Only these files are updated
by operations:

wt_data_inc.php
wt_month_inc.php
realtime.txt
realtimegauge.txt (if SS Gauges)
content of folder include
